The IEHP Pharmacy Academic Detailing team is an educational and evidence-based outreach program for our providers and pharmacies. We perform phone and one-on-one outreaches with physicians, nurse practitioners, physician assistants, and pharmacy staff. Our goal is to transform the prescriber and pharmacy practice and enhance the provider, pharmacist and member experience.

What is IEHP DualChoice Cal MediConnect Plan (Medicare-Medicaid Plan)?
IEHP DualChoice is a Cal MediConnect Plan. A Cal MediConnect Plan is an organization made up of doctors, hospitals, pharmacies, providers of long-term services and supports, behavioral health providers, and other providers. It also has care coordinators and care teams to help you manage all your providers and services. They all work together to provide the care you need.
What is the goal of this program?
The goal is to improve care by integrating the following healthcare services:
- Medicare and Medi-Cal benefits
- Long-term care
- Behavioral health
- Home and community-based services (HCBS) such as Community-Based Adult Services (CBAS) and Multipurpose Senior Services Program (MSSP).
Who is eligible for IEHP DualChoice?

DHCS Medi-Cal Rx
THIS MEDI-CAL RX TRANSITION HAS BEEN POSTPONED UNTIL FURTHER NOTICE.
IEHP is closely monitoring this transition and will continue to communicate any changes that may occur. Until further notice, please continue submitting Members' prescription requests to IEHP.
The Department of Health Care Services (DHCS) issued an official statement on February 17, 2021, advising that the Medi-Cal Rx transition has been postponed and will not commence April 1, 2021.
Medi-Cal Rx remains of utmost importance to the State of California as a tool to standardize the Medi-Cal pharmacy benefit statewide under one delivery system. It will improve access to pharmacy services with a network that includes approximately 94 percent of the state’s pharmacies. Medi-Cal Rx will also apply statewide utilization management protocols to all outpatient drugs, standardizing the experience for all Medi-Cal beneficiaries and providers. Medi-Cal Rx will also strengthen California’s ability to negotiate state supplemental drug rebates with drug manufacturers, helping to reduce pharmaceutical costs.
Background Information:
On January 7, 2019, Governor Gavin Newsom issued Executive Order N-01-19 (EO-N-01-19) for achieving cost-savings for drug purchases made by the state. A key component of EO N-01-19 requires the Department of Health Care Services (DHCS) transition all Medi-Cal pharmacy services from managed care (MC) to fee for service (FFS).
Transitioning pharmacy services from MC to FFS will, among other things:
- Standardize the Medi-Cal pharmacy benefit statewide, under one delivery system.
- Improve access to pharmacy services with a pharmacy network that includes approximately 94% of the state’s pharmacies.
- Apply statewide utilization management protocols to all outpatient drugs.
- Strengthen California’s ability to negotiate state supplemental drug rebates with drug manufacturers.

The Medi-Cal pharmacy benefits and services administered by DHCS in the FFS delivery system will be identified collectively as “Medi-Cal Rx”.

Maximum Allowable Charges (MAC)
Effective January 1, 2020, DST Pharmacy Solutions will be assuming responsibility for maintaining Maximum Allowable Cost (MAC) drug list AND reviewing and responding to MAC appeals for IEHP’s Medi-Cal line of business, in accordance with state regulations.
Please Note: There are no changes to the process for the Medicare Line of Business, which DST Pharmacy Solutions will continue to maintain.

Formulary
The IEHP Formulary is a continually updated list of drug products designed to reflect the most appropriate, high quality and cost-effective drug therapies.
The Inland Empire Health Plan Pharmacy and Therapeutics (P & T) Subcommittee develops and monitors the Formulary. The P & T is composed of the IEHP Chief Medical Officer, Medical Directors, Director of Pharmaceutical Services, physicians from various medical specialties, local community and clinical pharmacists. This panel reviews the medications in all therapeutic categories based on safety, clinical efficacy, and cost-effectiveness and selects the most appropriate drugs in each class.
Formulary development and maintenance is a dynamic process. The IEHP P & T Subcommittee is responsible for developing, managing, updating and administering the Formulary. The Subcommittee also ensures that the IEHP Formulary remains responsive to the needs of our members and providers.

The IEHP Pharmacy Pay-For-Performance (P4P) Program is set up to improve pharmacy services through the IEHP community pharmacy providers. This is considered one of the first large-scale Pharmacy P4P programs in United States. Our goal is to help validate the roles of community pharmacies in promoting healthcare quality and define a pharmacy payment model for outcome-based MTM services.
The Pharmacy P4P program is steered by a workgroup, comprised of community pharmacists, chains representatives, the Senior Director of IEHP Pharmaceutical Services, and the IEHP Chief Medical Officer.

Program Eligibility Criteria
In order to participate, pharmacies and pharmacists:
- Must be a contracted IEHP Community Pharmacy Provider
- Must be free of outstanding fraud, waste and abuse investigations
- Must be located within San Bernardino and Riverside Counties
- Must have an annual IEHP prescription volume of over 1,000 (500 in 6 months)
- Shall be remain in business during the entire evaluation period
- Should be credentialed by IEHP

For each Clinical Measure, pharmacies will meet payment expectation for that measure if EITHER the Performance improvement OR Performance threshold is met.

- Tier 2: pharmacies meeting four (4) measures (for performance improvement or threshold for each measure)

Member Satisfaction
IEHP rewards pharmacies that engage members and create a member-centered experience. IEHP members are selected at random and surveys are conducted by a third-party vendor.
Recognition will be awarded to high performing pharmacies. These pharmacies will be allowed to promote their achievement to the community.

Pharmacy Quality Star Ratings
What is Pharmacy Quality Rating?
IEHP Pharmacy Quality Rating is created to help IEHP Members to find high-quality local pharmacies for your pharmacy services. This searchable system will display the rating of each participating pharmacy. The ratings range from 1 to 5 stars, with 5 stars being the best and 1 the lowest.
I thought all pharmacies were similar in their services, why do I need to find a pharmacy using this tool?
Usually, the role of a community pharmacy is to fill prescription medications and provide information about them. Some pharmacies offer additional services that may benefit you. The services include, but are not limited to: flu vaccinations, automatic refill reminders, medication reviews, and enhanced consultations. IEHP has been working with our Pharmacies to promote Pharmacy Quality Rating.
Pharmacies that consistently provide IEHP members with quality care and service will earn the highest rating of 5 Stars. These pharmacies will work with your physician to ensure all your important chronic medications are ready for pick up and that you fill them on time. If a pharmacist determines that you were prescribed a medication that is considered not safe for your age, he or she will discuss safer alternatives with you and your doctor. These are just a few examples of how a high quality pharmacy can benefit you.
Do I pick a pharmacy based on how quick they fill my prescriptions, or how close they are from my work or home?
You should select a pharmacy that helps you manage your health conditions. You may select a high-quality pharmacy near your home or work, and then compare their actual service level.
How does IEHP determine the rating?
Pharmacy Quality Rating for Members is still a new concept being developed. Currently, IEHP determines the quality rating based on a set of national guidelines. The guideline suggests that a high quality pharmacy should promote drug adherence (to remind you to take medications on a regular basis), promote the use of the right medication for certain conditions, and reduce the use of unsafe medications. In the future, IEHP will include other measures or services that are being offered by the pharmacy, complaints regarding the pharmacy, etc.
What does the rating scale mean?
The rating is on a scale of 1-5, with 1 being the lowest and 5 being the highest. Please note that some pharmacies may not have any Star Ratings, and that means we don’t have enough information to rate the pharmacy, or the pharmacy is not included in our rating system.
